REGINALD BICHA 美國科羅拉多州社福部部長

REGINALD BICHA, Executive Director, Colorado Department of Human Services

Reginald Bicha is a social worker, administrator, educator, and national leader.  In January 2011, Governor John Hickenlooper appointed Mr. Bicha Executive Director of the Colorado Department of Human Services.  He has extensive experience working on child welfare, education, employment and health issues at the county, state and national levels. 

Mr. Bicha has undertaken a bold initiative to redesign and refocus early childhood services in Colorado. Through a proposed new Office of Early Childhood, Colorado will integrate early childhood programs currently in four state agencies, improve access for young children and their families, and help more children be prepared for kindergarten. 

A committed leader to effective government, Mr. Bicha is leading a system-wide integration of the two-generation approach across this state agency with more than 5,000 employees and a $2 billion budget. He also initiated a full review of all department rules.  This action resulted in repeal or revision of 66% of promulgated rules.  He was awarded for his leadership on reducing administrative burdens and unnecessary mandates to counties and other partners.

Mr. Bicha also served a two-year term as the Board President of the American Public Human Services Association (APHSA) from 2013 to 2015. Last year, he also received an award from APHSA for his national leadership.

Prior to coming to Colorado, Mr. Bicha served as the Inaugural Secretary of the Wisconsin Department of Children and Families. Under his leadership, Wisconsin increased the safety of child care programs, dramatically reduced fraud in the child care subsidy program and established a quality rating and improvement system to help child care professionals improve. He also initiated prevention and permanency objectives that reduced the number of children living in foster care by more than 22% in Milwaukee.

Executive Director Bicha obtained a Masters’ degree in Social Work from the University of Minnesota, and a Bachelor of Social Work from the University of Wisconsin-Eau Claire.


MARISSA LEVINE, MD, MPH, FAAFP 美國維吉尼亞州衛生部部長

MARISSA LEVINE, MD, MPH, FAAFP Commissioner, Virginia Department of Health

Dr. Marissa Levine was appointed by Virginia Governor McAuliffe as the State Health Commissioner at the Virginia Department of Health (VDH) in March 2014. Dr. Levine brings tremendous skills and knowledge as a family physician with significant clinical practice and public health experience. The Virginia Department of Health oversees a network of offices that tend to the health and safety of Virginians.

Dr. Levine previously served as Chief Deputy Commissioner and Deputy Commissioner for Public Health and Preparedness at the Department beginning February 2009. Dr. Levine has extensive experience with national recognition of her work in emergency preparedness and response, an area very important to the commonwealth of Virginia and nationwide. Prior to that, Dr. Levine directed local health departments in two districts within Virginia from 2002 until 2009.  

Dr. Levine started her career in private medical practice in Pennsylvania.  She subsequently joined the staff of an academic medical center and became the director of a family practice residency training program in northwestern Pennsylvania.  While in Pennsylvania, Dr. Levine was also very involved in community health improvement efforts and was a member of the local board of health.

Dr. Levine is a board-certified family physician who also completed a Masters of Public Health (MPH) from the Johns Hopkins Bloomberg School of Public Health.  She received her MD from the Albert Einstein College of Medicine in Bronx, New York and completed family practice residency training at the University of Virginia in Charlottesville.

林教授於2009年夏天獲廣告教育基金會邀請成為訪問教授,目前也是醫療財團法人辜公亮基金會和信治癌中心醫院基因資料庫與醫學倫理審議委員。林教授受市長及市議會聘為教堂山市市區發展董事會之董事。該董事會旨在協助匯集該市之資源及該市之知名研究大學與市中心商區,共同促進經濟文化發展及繁榮。 

林教授擁有北卡羅萊納大學教堂山分校教育與企管博士學位,專攻市場行銷學與消費行為,並擁有杜克大學經濟學碩士以及加州大學柏克萊分校經濟學學士學位。

CHERYL LIN, PHD , Associate Director Policy and Organizational Management Program, Duke University

Dr. Cheryl Lin is Associate Director of the Policy and Organizational Management Program and on the faculty of the Markets & Management Program and the Psychology & Neuroscience Department at Duke University. She teaches marketing management, service quality, consumer psychology, and international business. Her research focuses on interdisciplinary approach to consumer insights, social and health behavior, decision science, labor economics, and the influence of cross-culture experience.

Dr. Lin has over a decade of experience in innovative program development and curriculum design for executive training. She also specializes in survey design and both qualitative and quantitative analyses. Dr. Lin has published and presented at numerous international conferences and received multiple research awards. She is on the editorial review committee of the International Journal of Internet Marketing and Advertising, and served as a reviewer for Fulbright Fellowship at Duke University from 2005 to 2008. During the summer of 2009, Professor Lin was awarded a visiting professorship at the American Advertising Education Foundation.

In addition to her academic endeavor, Dr. Lin served on the board of directors of the Chapel Hill Downtown Partnership, appointed by the City Council to promote economic prosperity. She is a board member of the Koo Foundation’s Cancer Center Biobank and Ethics Review Board. She also serves as the co-convener of the Duke-Taiwan Ministry of Health and Welfare symposium since 2006 and leads international exchanges of senior health officials. In 2010, Dr. Lin received the prestigious Health Services Medal from the Taiwan Department of Health. 

Dr. Lin holds a doctorate in education and business administration from the University of North Carolina at Chapel Hill, a master’s degree in economics from Duke University, and a bachelor degree in economics from the University of California at Berkeley.


SUSAN MOSIER, MD, MBA, FACS 美國堪薩斯州衛生與環境部部長

SUSAN MOSIER, MD, MBA, FACS, Secretary, Kansas Department of Health and Environment

Dr. Susan Mosier is the Secretary of the Kansas Department of Health and Environment and the Medicaid Director for the State of Kansas. She has served as the Secretary since December 2014 and as the State’s Medicaid Director since March 2012. She is a fellow of the Medicaid Leadership Institute, an initiative of the Robert Wood Johnson Foundation. She is board-certified in ophthalmology and had a solo medical and surgical ophthalmology practice in Manhattan, Kansas, from 2000-2012. In 2010, she was elected to serve in the Kansas House of Representatives.

Prior to her medical and public health career, Dr. Mosier was a systems development and database manager at the National Association of Insurance Commissioners (NAIC) from 1988-1990. At the NAIC, Dr. Mosier oversaw projects to update and improve the information technology systems and databases that support the states and territories in their job of regulating the insurance industry. Previously, she worked as a project leader for American Airlines where she directed the work of supervisors and programmer/analysts in the design and implementation of a new budget system. She also served as a consultant in Arthur Andersen & Co.’s Management Information Consulting Division.

Dr. Mosier graduated summa cum laude from Kansas State University with a bachelor’s degree in pre-medicine. She received her Master’s in business administration from the University of Texas at Austin with an emphasis in accounting and information systems. She received her medical degree from the University of Kansas and completed her residency training in ophthalmology at the University of Iowa.


KEVIN QUIGLEY, JD 美國華盛頓州社福醫療服務部前部長

KEVIN QUIGLEY, JD, Former Secretary, Washington Department of Social and Health Services

Kevin W. Quigley serves as Secretary of the Washington State Department of Social and Health Services (DSHS). He was appointed to the cabinet position by Governor Jay Inslee in January 2013. At the Department, Secretary Quigley leads a team of more than 17,500 staff who work within a biennial budget of US$14 billion to serve 2.5 million Washington residents. DSHS is the state’s largest agency and has a single mission: to Transform Lives.

Under Quigley’s leadership, DSHS has increasingly become a national leader in numerous areas, including preventing public benefits fraud, collecting child support and other debt owed to the state and federal government, helping individuals with disabilities apply for federal benefits, providing innovative programs using evidence based practices, and protecting Washington’s most vulnerable families and individuals.

Quigley has a long personal history of commitment to public service. As a state senator in Washington’s Legislature from 1993 to 1997, he chaired the Health and Long-Term Care Committee. He is also active in his community and has served as a board member of the Lake Stevens Community Food Bank, where he played a lead role in securing a new site for the food bank.

Prior to his tenure at DSHS, Quigley was president of US Fab, LLC, the largest shipbuilder in the Pacific Northwest. He also served as president of Everett Shipyard, which he built from a small yard to the leading dockside ship repair contractor for Washington State Ferries, while also completing work for the U.S. Coast Guard and U.S. Navy.

Quigley’s career also includes having served as co-president of Gear.com, Inc., an internet retailer specializing in name-brand sporting goods that was acquired by Overstock.com, and as executive director for strategic initiatives and global business development at Teledesic LLC, a global satellite communications venture that offered worldwide broadband access.

Quigley holds a degree in political science from George Washington University and law degrees from New York University School of Law and Harvard University.


NIRAV D. SHAH, M.D., J.D. 美國伊利諾州衛生部部長

Nirav D. Shah醫師致力讓優質健康照護更為普及,2015年1月伊利諾州州長Bruce Rauner 任命他為衛生部部長,Shah部長在伊利諾州衛生部任內持續倡導健康醫療創新、體制改善與提升社區自立的能力。

 

身為內科醫師、律師及前公衛經濟學家,Shah部長曾為國內外專業人士及政府機構提供建議,包含如何建立符合成本效益的公衛健保體系、政策及實務上如何讓有效率的醫療照護得以落實。

Shah部長曾在柬埔寨金邊定居工作,擔任柬埔寨衛生部的首席經濟學家,與柬埔寨健康照護體係合作以提升效率,讓政府及人民擁有更具成本效益的公衛系統。他也曾擔任柬埔寨衛生部的流行病學家,負責調查與管理柬埔寨境內的疫情。此外,Shah部長曾在知名法律事務所Sidley Austin有限公司擔任律師數年,聚焦醫療及公衛的行政及法律問題。

Shah部長目前在芝加哥大學普利茲克醫學院擔任全球公衛講師,教授公衛政策及流行病學課程。他是西北全球健康基金會及女性全球教育專案的理事,最近Shah部長被芝加哥全球事務理事會譽為「新興領袖」。

NIRAV D. SHAH, M.D., J.D. Director, Illinois Department of Public Health

Dr. Nirav D. Shah was appointed by Governor Bruce Rauner as Director of the Illinois Department of Public Health in January 2015 after dedicating his career to improving access to quality health care. In his role leading the Illinois Department of Public Health, Director Shah continues his work championing health innovations, improving systems, and empowering communities.

As a physician, attorney, and former public health economist, Dr. Shah, has advised professionals around the nation and world about cost effective health systems and methods to enhance the delivery of efficient healthcare in policy and practice.

Dr. Shah lived and worked in Phnom Penh, Cambodia, as the Chief Economist for the Ministry of Health of Cambodia. He worked with the Cambodian health care system to address inefficiencies, making the public health system more cost-effective for the government and for the people. He also served as an epidemiologist for the Ministry, investigating and managing disease outbreaks across Cambodia. In addition, Dr. Shah spent several years as an attorney at the renowned law firm, Sidley Austin LLP, where he focused on the administrative and legal aspects of healthcare and public health.

Dr.Shah is currently a lecturer in global public health at the University of Chicago’s Pritzker School of Medicine, where he teaches courses on public health policy and epidemiology. He sits on the board of the Northwestern Global Health Foundation and the Women’s Global Education project.  He was recently recognized as an “Emerging Leader” by the Chicago Council on Global Affairs. 

A native Chicagoan, Dr. Shah received both his medical and law degrees from the University of Chicago. He also attended Oxford University as a Rotary International Scholar in economics. He earned his bachelor’s degree in biology from the University of Louisville.

涂教授在為美國及多國政府機構設計高階主管進修課程有超過二十年的豐富經驗,主持過數個杜克大學與國家元首,大使及各國政要合作的計畫。她的經驗還包括與國際組織、跨國研究機構、非政府組織、公共機構和民間企業的顧問,目前並擔任環境品質文教基金會的董事。涂教授也熱心參予地方公共事務, 並曾擔任北卡州教堂山市人事爭議審議委員會委員六年及公教員工給與委員會委員。

PIKUEI TU, PHD, MBA, Director, Policy and Organizational Management Program, Duke University

Dr. Pikuei Tu is director of the Duke University’s Policy and Organizational Management Program and a faculty member at the International Studies and Markets & Management Studies. Duke University is world-renown for its excellence in education, research, and medical care. It is ranked as a top ten university in the U.S. Professor Tu’s teaching and research include a wide range of issues on international development policy, public and private sectors strategic planning, management and organizational behavior, and leadership.

Under Dr. Tu’s leadership, the Policy and Organizational Management Program develops and conducts research projects with academic, public and private institutions, and provides customized executive education and research to ranking international government officials and private enterprises on a range of topics, e.g., public management, leadership, global health, quality and performance evaluation, relationship marketing, crisis management, quantitative methods, and education. The unique approach of comprehensively integrating a variety of disciplines and methodologies in teaching, research, exchange, and practice is a distinctive feature of the Program.

Prof. Tu has more than 20 years of experience in designing custom programming and in working directly with international dignitaries such as former Presidents of Mexico, Argentina, and Colombia, Constitution Justice of South Africa, and U.S. ambassadors. Her experience also includes consultancies with international organizations and research institutes, non-governmental organizations, public agencies, and corporations. She currently serves as a board director to the Environmental Quality Protection Foundation. Dr. Tu has also been involved in public service in the local area; she served on the Personnel Appeals Committee for six years, and the Pay Plan Review Committee at the Town of Chapel Hill, North Carolina.

Prof. Tu received her doctorate in educational leadership with a concentration on organizations and social behavior at the University of North Carolina at Chapel Hill. She holds a master’s degree in international development policy as well as a graduate certificate in Latin American Studies from Duke University, and an MBA with food and agribusiness focus from Santa Clara University.
