KEVIN QUIGLEY, JD, Former Secretary, Washington Department of Social and Health Services
Kevin W. Quigley serves as Secretary of the Washington State Department of Social and Health Services (DSHS). He was appointed to the cabinet position by Governor Jay Inslee in January 2013. At the Department, Secretary Quigley leads a team of more than 17,500 staff who work within a biennial budget of US$14 billion to serve 2.5 million Washington residents. DSHS is the state’s largest agency and has a single mission: to Transform Lives.
Under Quigley’s leadership, DSHS has increasingly become a national leader in numerous areas, including preventing public benefits fraud, collecting child support and other debt owed to the state and federal government, helping individuals with disabilities apply for federal benefits, providing innovative programs using evidence based practices, and protecting Washington’s most vulnerable families and individuals.
Quigley has a long personal history of commitment to public service. As a state senator in Washington’s Legislature from 1993 to 1997, he chaired the Health and Long-Term Care Committee. He is also active in his community and has served as a board member of the Lake Stevens Community Food Bank, where he played a lead role in securing a new site for the food bank.
Prior to his tenure at DSHS, Quigley was president of US Fab, LLC, the largest shipbuilder in the Pacific Northwest. He also served as president of Everett Shipyard, which he built from a small yard to the leading dockside ship repair contractor for Washington State Ferries, while also completing work for the U.S. Coast Guard and U.S. Navy.
Quigley’s career also includes having served as co-president of Gear.com, Inc., an internet retailer specializing in name-brand sporting goods that was acquired by Overstock.com, and as executive director for strategic initiatives and global business development at Teledesic LLC, a global satellite communications venture that offered worldwide broadband access.
Quigley holds a degree in political science from George Washington University and law degrees from New York University School of Law and Harvard University.
